Yeah, I'd go with that. "All alchemical materials and gear" would be the -10% level, allowing both ingredients and replacing lost/broken lab equipment, while something like "ingredients for potions of health and curing" would be the -30% level, and "ingredients for potions of Healing" would be the -40% level.
