Hello, we had a little "discussion" in a game, where my orc lvl 8 beaten monster by more than 10, should you gain 2 levels and win game in this situation?

Rules state, that you have to defeat a monster to get to 10th level. But we are not sure, whether Orc ability counts as if the monster gave you two levels as well - as some monsters do. (so to clarify this as well - do you need to be lvl 9 to win a game by fight? Or does monster what gives 2 lvl advances or more do that for you on lvl 8 no matter what race do you have?)
