So, we have two special "preemptive" rules.

1)Handle all polearm actions involved in a charge first (according to adjDX).
2)Handle any "last shots" at the end of each movement phase (or beginning of each action phase) (according to adjDX). (But a missile user can wait until their normal time for action comes in the action phase, if they want.)

I like it. That works for me.
