Is this ability same as Recycle 1?
Or there is some difference?

Recycle offers the choice of whether to do it or not. Velocipede requires you to draw and bottom-deck a card. (If you zap it, of course - if you don't want to use the ability, don't zap the card.)

It is almost a shame that it isn't a Recycle, what with the art.
