Heroscape/Arena of the Planeswalkers tiles

I *believe* that Heroscape had elevation rules.

In an incredibly odd turn of events, Arena of the Planeswalkers had not only elevation rules, but inexplicably detailed line of sight rules. The whole entire point of using hexes instead of measuring tape is so that you can abstract certain considerations of movement. If I'm getting down on eye-level with my table or using a laser pointer, what in the maundering hell are we using hexes for in the first place?
