GUAL "and that's the way the news goes" question

I have a question about GUAL "and that's the way the news goes" (roll a die,on a 2-6 go up a level on a 1 everyone loses a level)my brother says he gets to go up a level then roll a die and on 2-6 he goes up a second level then on a 1 he just loses the level he gained and everyone else loses 1is he right?
