Cute shoulder dragons are neither clothing nor Armor.
Armor says Armor on the card. Easy. Clothing is meant in the usual sense; a garment made of some sort of fabric or other thin flexible substance that is worn on your body, but not head, feet, or hands (because those have specific tags that were not called out the way Armor was). Cloaks, shirts, kneepads, pants are all clothing. This is not a comprehensive list.
