Suppose a Peshkali is struck in the arm for 25 crushing damage. 21 gets through DR, leaving her at -1. At zero HP, SD will let you start crippling. Is the arm crippled? Does the 1/2 HP injury cap have any relevance at all here?

I think the attack does 21 injury and does not cripple the arm. If it was going to cripple the arm, it would be limited to HP/2+1 injury, and then the Peshkali would be above 0 HP and immune to crippling, so the arm wouldn't be crippled. I'd cut that paradox by saying full injury, no crippling.
Repeating the attack would do 11 injury and cripple the arm.

I believe this was my on the fly ruling when it came up. But I think it might work just as well to rule that it does cripple the arm, but damage caps at -1 HP so that if the same swing was done for 30 cutting, it wouldn't produce 39 injury, but only 21.

Things with SD are meant to be unfairly tough. Injury beyond the minimum required to cripple is lost whether it cripples or not. For your peshkali with HP 20, "injury over HP/2" means the minimum required to cripple is 11 HP of injury. So whack it in the arms twice for that much and the second blow will cripple.
