Would someone do me a favor and clarify the relaitive velocity(basic combat) section under ballistic attack rolls and how it effects guns/missles?

And i believe im getting tripped up in spaceships 3 tactical combat with understaning realitive velocity and how to calculate it as well.

Any help anyone?
