Pretty much. CM doesn't exist in the Dungeon Fantasy Roleplaying Game save for monsters, and mindwarpers (Monsters, pp. 41-42) are the ones who most notably use it. They could have Tactics among their "many IQ-based skills at 16-20," though an extra Psychokinetic Lash is usually more effective in a fight.

Unless they're trying to show off ala "I can fight you with one brain tied behind my back".
