Do you have to pick what Cheat! is doing?

The Cheat! card makes an Item you couldn't use, for whatever reason, legal for you to use. It doesn't matter why it's not legal for you to use, it doesn't matter if you can later use it and then can't again for a different reason. As long as Cheat! is on the item, it will always be legal for you to use.
