That's because you are filthy rich. By the standards of most people in history, a copper penny is a fairly large unit - at least a substantial chunk of a day's pay. To be sure kings and merchants might tell you the silver or gold coinage was the accounting standard, but that wasn't what ordinary people (or mercenary adventurers) ran their household budgets on.

Though this doesn't mean that copper coins were ever particularly common (the Romans, for example, mostly didn't produce bronze coins). Also, given that GURPS tries to use normalized prices, a coin-grade silver coin the size of a US dime would have been worth about $1 in 2004 (and a similar sized gold coin about $50), so it's perfectly plausible to either not have bronze coins at all, or only have them in very low denominations.

Keep in mind, you can still find mils tucked away in your grandparents dressers. Copper as the common coin wasn't that rare, and not that long ago.

I've never seen a mil, though copper pennies existed until 1982. That doesn't mean they were particularly historically common, though.

They were in Missouri, you can still find metal, paper, and plastic ones. Missouri last issued them in 1961.

It's funny, because unless I know I'm dealing with dollars, I think of "$" as equivalent to "¤" – and as being a whole lot more accessible!
