Has Anyone committed to making GCS Files

I've not followed the GCS threads - since I use/utilize GCA for all of my character building needs. However, seeing some comments about GCS, what is it exactly?

I had presumed an excel spreadsheet. But now, after seeing comments about it reading XML files, I'm not so sure what it is...

So, what is it? :)
