How does it all fit into different countries and the war happening? How about the Fate Witches?

As the wars in 7th Sea are mostly caused by the Sorcerer/Emperor of Montaigne, they would be thanks to Hell.

Fate Witches are one of the grimmer parts of setting, with them giving good/bad luck to others in return for suffering bad luck themselves; however they are easily represented by Sorcery. A Blessing is just an essence boost, after all. Alternately, using the Luck power in EPG would work if you don't want the game to get too dark.
