I went back and reread the thread, in particular the part about the battle that led to the capture of the Union General (David Hunter) and the African-American soldiers that were captured. I was wrong. That campaign appears to have been in the campaign season of 1863 instead of 1862. It also, if I read the timeline right, came after the Emancipation Proclamation was issued in this TL. It looks like the executions and retaliatory executions by the Union took place in late April and Early to mid May 1863.
I've made a change on the original post to reflect this.
The Proclamation was issued by Lincoln at a Cabinet meeting on December 14, 1862 and became effective on March 21, 1863.

I would say the Proclamation was about the same time as OTL, perhaps unofficially issued earlier, but came into effect legally later than Homeline. The reaction of the South and the executive order issued by Davis in response started a domino effect that led to the executions and inflamed Northern Opinion.
