Which is okay when you've got people new to GURPS. GURPS having a greater combat legality (even in DF) means that easier fights can show how lethal combat is (by mowing through several weaker foes in a few rounds) before the PCs face something that can one-shot them or which stymies their every attempt via invulnerabilities.
By the time they've worked up to higher level modules, the Characters will have more abilities and better equipment (hopefully) and the Players will no longer be fresh meat, but instead experienced.
If your Players are old hands at GURPS, then by all means, pile on some more trouble, or just skip to the mid level right off the bat. Or just don't bother and let the Big Damn Heroes breeze through the lower level stuff like Big Damn Heroes should.
