Okay, I get that line of reasoning. Didn't occur to me as in all my gaming time we rarely had that issue. Not that greedy actions didn't happen, but most of the time little conflict arose out of that. After all, that often happened when there was no real danger involved, as opposed to curiosity endangering the whole party (Why do they even have that lever?).
But in general, sure, could cause worse problems than some other disadvantages.
Still, for this usage, the unified cost is worth house-ruling it for one campaign. Especially if I restrict rolls to short-term, impulsive greed.
