I wouldn't go quite this high, at least not for the first level. The first level should probably be a Sure-Footed perk for a specific type of terrain, removing the -2 to attack (which should probably apply to someone
riding a mount, as well as the mount's own attacks), and -1 to defense on that type of unstable terrain.
Higher levels of this, in a cinematic campaign (which, fortunately, Action certainly qualifies as!), should provide the Terrain Adaptation advantage for the specific terrain type, eliminating DX and Move penalties when crossing it.
