The rule indicates the reason you can't cripple a limb is because you only manage to grab a fold a flesh - no amount of worrying is going to turn that into crippling. At best, you'll end up managing to chew off a chunk of flesh, leaving the arm fully functional. Now, if you did this enough, you'd end up chewing up muscles (and eventually bone), crippling the target, but GURPS's wounding system doesn't really lend itself to that kind of thing.
Personally, I'd have damage from such bites not count toward crippling
at all. The only exception would be if using Partial Injuries, but that's because the crippling is a function of
pain, not the limb becoming physically unusable. However, if the character has suffered something like 5 capped-damage bite+worrying attacks, I'd probably say the character has had the limb eaten on enough that it becomes physically crippled.
