Castle Lemongrab

Does the text on this dungeon mean that a One-Shot Item cannot be discarded when it is revealed, or does it mean that no One-Shot Items can be used while Castle Lemongrab is the current dungeon?

If this is the dungeon revealed at the start of the game, can everyone just choose to lose a level since they are all level 1?
