Is lowest Level determine before someone goes up a level or after?
situation: all players are 9 Level except one, who is 8 Level. This player goes up and become 9 Level. Then all player are on lowest Level and all become 10 Level? Or only one who was 8 Level get bonus level and win a game solo?

and if someone goes up two (or more) levels at once this work one time ore one for each lewel?

Go up all levels and then apply the Dungeon's effects once.

Yes, you have that correct.

Another situation: all players are 9 Level. One of them kill monster and go up to Level 10. All other are lowest-Level and also go up and all become 10 Level? Or then first player become 10 Level the game over?

The Dungeon takes effect AFTER the other level gain. If a player reaches the winning level before the Dungeon can take effect, the game ends before the Dungeon triggers.
