The wiki goes into "technical babble" on the increasing narrow focus of duty the higher up a WO gets in the army.

You can't. Up or out means that failure to be promoted within a certain time frame means that a soldier can't re-enlist. I'm not sure how quickly someone would be forced to retire if he failed to be promoted from WO1, but I very much doubt that someone could spend ten years at that rank.
