you are not likely to have so many monsters that that would be a great help- those low monster are +1 level for you when you go looking for trouble, and high monsters are able to help you stop someone from winning if you have a wandering monster card.
But yes, We play +2 per monster discarded, as many as are available in your own hand.

As it's worded, it's one Monster card per combat, at least the way we've usually been interpreting things. Usually, if it's supposed to be more than one, it's explicitly stated. I don't know what USAopoly's designers intended, but as I said, I'm going to go with once per combat.
