I think there are actually two questions here.

1. How/can Infinity (or other parachonic nation, as Infinities monopoly seems to be quietly eroding) physically move a large population between worlds. Malloyd covered this well, the lack of "rough handling" during the brief transport means its very easy to move people, even in cargo containers.

2. What is Infinity's (or other parachonic nation) relationship with the refugees after relocation?

That's really a case by case situation.
