Poking around the Internet: he died from a brain tumor in 2013. (He mentioned it on the forums in one of his last posts.)

The website with the designer application disappeared around the same time according to The Wayback Machine, which makes sense.

I remember poking him at the time that he should put the source code in escrow so work on the program could be continued in case he wasn't able. He mentioned he had some arrangment with SJG that prevented the source from being publically available. It was written in Delphi (Pascal) so perhaps not such a great chance of finding a maintainer to carry it forward, but it's always sad when continuation isn't even an option...
