I'm also not sure that it is easier to hit your opponent with weak strikes. Though it would likely be realistic to make it easier to do rapid strikes when only using a small part of your strength (it makes sense to be able to attack much faster then since you don't need to adjust your posture between each attack). Perhaps something like halving the rapid strike penalty if you only use half your ST.
However things changes when you are only trying to touch your opponent or are only using a very small part of your strength. It gets very hard to defend against someone trying to touch you and as can be verified by everyone, it is much easier to touch a small object than hit it with a full-force strike. However that might just be a case of taking extra time to perform the task. It might be realistic to allow using the Extra Time rules in combat when using at most a fourth of your ST. I can see a common case for converting damage into deceptive: attacking from an unexpected angle, or at an unexpected time; not because it's difficult to attack from, but because the leverage to apply force is missing.
For example, if you take a roundhouse kick and swing from the inside (as in, your leg bends into the hips as opposed to the outside), you'll lose power, but it's unexpected. Or if you turn your body to give power to your right, and you strike with your left. From there, you simply apply the telegraphic attack rules, and you trade damage for to hit chance. |

That's because you can't Parry them at all, you have to dodge. That makes things a lot more difficult!

It is harder to dodge someone trying to touch you than someone trying to strike you as well. If all that is needed is a touch, you can follow your opponents moments and make it very hard to keep dodging. Moving your arms is much faster than moving your entire body.
