1) The cost to get a self control roll on an existing disadvantage from any arbitrary beginning number to a roll of 15 costs an average of 15 points. That's where your 15 points is coming from, trying to take any starting value and turn it into a 15. 2) Changing a self control roll by a fixed amount has a fixed cost. Every step in a disadvantage with a self control roll has the same cost as every other step, and changes the self control roll by the same amount, 3. Going with the most expensive -15 costs disadvantage costs, that's 7.5 per step, or (7.5 / 3) 3 points per +1. If you're trying to afflict a character to have a particular self control roll, approach 1 makes sense. If you're just trying to give a +1, I just don't see why you're doing it.

Because you could easily buy an affliction that gives a number other than +3. Because you could add Margin-Based. There are lots of reasons. OP seems satisfied and so am I.
