Can I use militia's second ability to make my "-1 hand" item have +3 ?

It says you can use a 1-Hand Item as a 2-Hand Item, which is significant in how specific its usage is intended. Usually, a -1 Hand Item is something that gives you an extra Hand, not something you would use in your hand, but regardless of that are not 1-Hand Items.
