Shock liquids may be an answer.
Higher the velocity the lower the viscosity. Almost a gaseous consistency at close range and a rubbery one at distance. Improbable with current tech but THS?. Add a chemical effect and you have an irritant at close range and a rubber bullet at long range. Probably needs a membrane of some sort though. Edit Non-newtonian liquids and solids The materials may be tuned/designed for the impact of launching or stopping.
