carry unusable items ?

Yes. The rules say that any player can carry (i.e., have in play) any Item, even ones they can't use. So, whether it would be due to Class restrictions, or just because you can't use more than one Headgear, you could play an Item you can't use. Otherwise, you would be unable to trade Items that you couldn't use due to a Class restriction on the Item, but that one of your fellow players of the right Class could use.
