Munckin Oz rules question?

Heart!, Courage!, and Brains! are not Items, and do not say when or on whom they can be played, so they can be played at any time on any player. The cards themselves say that once you have one in play, you never lose it, even after death, so the cards are permanent, even more so than just about anything else in the Munchkinverse.

Cards like Magical and Fantastic say that they give a bonus to a Monster, which means they fit the description of a Monster Enhancer (which as was already said, what those types of cards are called). They are only played on Monster cards during combat, and as the rules explain, they get discarded when that combat is over.
