Vaguely realistic beggars don't make dungeon-plundering heroes, of course - though a dungeon plunderer might have had a period of bad luck in the past, justifying him having Panhandling, Scrounging, and Area Knowledge (the city).
If you want a super-cinematic beggar-hero, give him Fast Talk, Stealth, multiple levels of Enhanced Dodge, high HT, Per, and Move, and ludicrous levels of Luck-related advantages. He hangs out with the proper heroes, talks nineteen to the dozen, is either unnoticed by the monsters or evades being hit by them (maybe distracting them so the warriors can get easy shots), and keeps stumbling across important stuff by blind chance. I'd be tempted to set such a character up as a Hireling NPC - a smartass jack of all trades who keeps the PCs amused and helps out in multiple unexpected ways rather than being conventionally useful.
