I don't remember if/how this is modified for DF, but recall that Appearance is split into Appearance (My Own Race And Its Close Similar Ones) and Appearance (Whatever Races Are Considered Most Important), both costing as normal.

I thought that the second one required the Universal Enhancement, which is sort of the problem, Nymph's are the ONLY race that seem to need this to effect other races

No, the Universal Enhancement makes it apply to everything:
"If a level of Appearance is taken at
the standard point cost, its reaction
modifiers can apply either to your own
race and races that closely resemble it,
or to the dominant race in your world
and races that closely resemble it. If
they apply to both, treat this as the
Universal enhancement to
Appearance level (+25%).
Example: Orcs have Unattractive
appearance (-1 reaction modifier).
This affects humans and races that
resemble humans, such as elves. Orcs
don’t find other orcs exceptionally
unattractive."

In Dungeon Fantasy, Appearance is normally relevant to "living members of all humanoid races." This has no extra cost. When you slap on the premium for Universal, you also get to be charming to undead, demons, dragons, and everything else – you're some sort of supernatural visual spectacle that impresses everything with a sense of sight, which explains why flat reaction modifiers are used (a lot of entities might notice your looks but be incapable of sexual attraction). Note how it's only nymphs and celestials, a pair of overtly supernatural races, that have this enhancement on their Appearance.

I have often thought there should be an extra level of attractiveness above Universal Transcendant, where grant +8 vs 'things attracted to my type' and +5 to other things.
