Oh, crap. That brings up another question, much as I hate to ask.
RAW and canon, if it's entirely separate piece of armor, shouldn't it have it's own don time?

I think this is a case of don't be overdriven mechanically. The padding is tied or riveted into the armor, so you don them simultaneously. i suspect that if you put them on one at a time voluntarily, it will be the same as any other helmet.
