The difference in scale between 1 second and ten minutes. While most of that time is simply occupied with trying to get within range, it's still a lot more bombardment than a single second's shooting.

No, I think his quote of the errata is correct:

I have the updated PDF and decade damage for 12cm is listed as 6dx3 on p.68.

(By the way, if you still have the old PDF you can download the new one for free.)

Yeah, it's errata as FenrisLoki points out, and it's in current versions of the PDF.

No. The damage in question is for one shot. (And couldn't possibly be otherwise in GURPS. DR applies per shot, so damage has to be given the same way.)
