Origin government experiment card

In munchkin heroes, the "Origin: government experiment gone wrong" car states: "play this card on any player at any time except during a combat. You may have two extra ranks of power."

My questions is, does the person who played the card get 2 extra ranks or the person on whom the card was played on?
