So, assuming 3 attacks/skills, it's Skill 1, Skill 2, Skill 3 all with a -12 penalty as usual while raising the technique to simultaneously reduce the -12 penalty for all 3 skills at once? Also, is the penalty for wherever the attack is targeted included in the technique itself,

Yes the location penalty is included for each individual attack (as each attack in the combo might vary) But this means that you can spend points on Targeted attack techniques e.g karate punch/face that you can use by themselves, and also use them in a combination which you can spend points on as well to reduce the rapid strike penalty.

So if your already good at specifically punching people in the face (i.e have already paid points on the technique Karate T/A: face) that slots into your Combo as is.

If your doing this off unarmed skills remember that using different hands gets reduced combo penalty of -4 or -9 for 2 or 3 attacks *

so a combo of two right jabs will be at -6 each, but a left jab, right jab combo, will be at -4

A combo of three right jabs would be at -12, but left jab, right jab, left jab (in what ever order) would be -9.

*if your using harsh reality for unarmed fighter this becomes less of a good deal of course, unless you buy the relevant perks.
