That depends on your GM, but most likely it is not. As the racial template of a humans does exactly nothing, everything from your human form is personal and you keep it in all forms, unless specifically removed by the new forms.

So - do I include the CP cost of my shape-shifted form in the total CP used? For example, if I create a SabreTooth Tiger Man template and it comes out to be 20CP, I would only have 130CP left over to create my Human character?

If the template is 20CP, the alternate form would be 15+ 0.9 * 20 or 33CP. If the limit is 150CP, you'd have 117CP left for the human character. Or that's how I would do it as a GM.
