So my interpretation is that you can use RPM but there simply is no ambient energy to gather (attempts to gather energy produce none, no matter how good your roll is). You are totally dependent on Tapping Energy Sources (personal mana reserve, voluntary sacrifice of HP or FP, etc.).

Since there is no ambient energy to gather in no mana areas, a bonus to energy-gathering rolls from Mana Enhancer (Place of Power) is useless. You would need the standard Mana Enhancer first to raise your local mana level to at least Low Mana, then ME(PoP) could be used to offset the penalty to energy-gathering rolls in low mana.

RPM charms/elixers/etc. that were made in a normal mana world will work just fine in a no mana world though, since the energy has already been acquired. But bound spell items would not.

That's one way to interpret to, yes.
