This is the case.
In particular. You don't have to pay for things which are automatic reactions of the world to your spell. You don't have to pay for how much damage someone getting hit by a truck does if you're mind controlling someone to run someone else down. You don't have to pay for a drowning condition if you use a spell that deals knock-back to knock someone back into the ocean. You don't have to pay for starvation if you use a spell to burn all of the food in a villages storage. Those things aren't directly caused by your spell: they're aftereffects of the spell being used at all.
If you had to pay for all the aftereffects of your spell nobody could ever reasonably build a spell in RPM because... well... butterfly effect.
