What we have done is change the skill point cost needed to raise the skills.
Its a different point cost depending on which skill its is and the cost goes up by point per level.
Example: Gunnery cost 20 points to get the first +1, then 40 points for +2, ect...
The cost is also based on what roll the character role they are going to be, such as Driver, Gunner, or support. The starting skill points and cost is based on that
And no matter their starting roll, they get the base skill free, and hand gunner, running, climbing are also free to start. We find that this system works very well to keep skills in a zone that keeps it all balanced, and keeps equipment bonuses relevant. To keep tire shots down we limit them to under 8" unless the vehicle is stationary, and apply an additional -1 per 2" past a 3" range. Th is keeps the shots close except for the most skilled gunners with good electronics.
