A Thief can steal only during his turn (not in combat)?

A thief can steal on anyone's turn, so long as neither he, nor his victim, are in combat.

A card in play must remain in play. The only exception are cards looted from the body of a dead character.

And he has cards in play (except for his Thief class) and/or in his hand to discard.
