I'm not sure if I've just been missing where it says this, but what kind of action is obscure? Is it a free action, ready action, etc.? There's been some debate in a group I'm currently in.

Ah, thank you. I guess I did miss that. Is there any way to make it turn on or off instantly? Enhancements, etc? Rather, would Reduced Time accomplish this?

Yes, Reduced Time does the job. Obscure has no text saying that it takes an unusual time to turn on or off, B.34 says the default time is 1 second, and Reduced Time says:

Reduced Time would let you do it as a free action on your own turn. You need Reflexive to do it as a free action at any time.
