Oil itself is hydrophobic, it's just somewhat problematic to grease the inside of a coat unless you also grease your skin (which Eskimos may well do). Also, greasing insulation is bad for the insulation (though probably less than wet insulation), and low-tech insulation materials aren't hydrophobic.
