Psi Static and other Psi powers?

Is there any place in any books where it allows for you to have Psi Static (Discriminatory) but still have your own Psi powers, or some way to do it? I am designing a psionic race (which is nearly completely extinct, a father and his two children are the only ones left at least as far as they know) that bonds with one mate in their lifetime and forms a Telepathic bond with them. If that mate dies they usually commit suicide from complete depression, but those that don't gain Psi Static and usually but not always end up becoming a danger to the rest of the race and need to be "put down."

The way I was thinking about pulling it off is by removing the "psionic" limitation from their other powers which would then work as far as I can tell, but I wanted to see if there was another way. My thinking on doing that is that their mind "breaks free" of the psionic power limitation, yet at the same time is able to suppress everyone else's psionics.

Oh, and on that note... Am I right in thinking that Psi-Static does NOT qualify for being Psionic? Seems like it would be impossible for two Anti-Psi to negate each other... or it would destroy the universe haha.

300% Cosmic for blatant cheating, or as an Alternative Ability set. Only ways to have Psi powers and Psi Static.

Well, what about like I said about Psi Static and then just not giving the other powers the power modifier? Because at least as far as I can tell, Psi Static would not stop a mage from using Telekinesis on you... it's magic.

But, the Alternative Ability might work, and yeah the 300% Cosmic would work, I actually considered that before I realized that I could just remove the psionic limitation from the others... or am I wrong in thinking that works?

Static only works on powers that have the PM matching your Static. So yes, Telekinesis without the Psi PM is unaffected by Psi Static.

OH wait... Neutralize actually is more in tune with what I want them to be able to do, and THAT doesn't' require any creative cheating, yes?

So, if that is the case, then would you be able to put Area Effect and Selective Area, etc on Neutralize?

Reason being that Static only stops them from affecting YOU, right? Static won't stop Regeneration (Psychic Healing) or anything else that isn't affecting you?

If you make it a Malediction, sure. You'd still have to roll per target to shut them down, though.

Well I just re-read it and it seems that Area Effect does extend it to an area, so if they were in that area, it would still shut down their regeneration... ? Making it a Malediction wouldn't work conceptually per se, since I want them to be extremely dangerous and being able to resist their static would make them not as much of a threat that they would be forced to kill them. They are a peaceful race that doesn't kill but this is the one time where they have no choice, because the longer they let them live, they keep increasing the range of the static. They have no idea what the upper limit is because they've never let it get that far (until now, cause he's using discriminatory not to affect them, and so his children have no reason to kill their father, especially when the three of them are the last known members of the entire race)

Neutralize is also resistable. Thus, you need Static to be able to say "nope, everything's off!" However, it would only shut down Regeneration if that also has the Psi PM.

RIght, so then Psi Static (Area Effect, Discriminatory) is what I want, then remove the psionic modifier from HIS versions of the other powers so that he can still have them.
