It's slightly more complicated than that. In the arc about Nami's village Luffy was stuck at the bottom of the ocean and certainly wasn't able to use his powers to get himself out of that fix but Sanji grabbed Luffy's head and stretch Luffy's neck until the head was above the water and Luffy was able to breathe.

The result might be something like one of the Incapacitating Afflictions starting on p.428. Perhaps a variant of Seizure. It's something that almost but not quite knocks out the victim but doesn't negate "passive" use of the power

There's still a "can't Float" too.

Anyway, this would just be an example of how to do things _like_ the Devil Fruit Curse.
