Yes. On player choice, assuming multiple systems (as you posted) you would have to choice one or the other RPM-modified systems. Otherwise, you're allowing a caster to have both and I'd charge a hefty Unusual Background for that because you're ignoring the downsides when you want. I'd say a 50-pointer to be able to use the regular system or the normal system. Some others don't need such a balancing factor, for example, if you have normal RPm and Effect Shaping RPM, I'd charge a perk at most to switch between the two.

Yup. That's the idea. I plan on using it for my supers campaign (though by no means does it have to be limited to "lots of points" only settings). A caster with a few strategic Path Realms could be quite dangerous.
