Cheat rules question

So I was playing a game with some friends and he will not be satisfied until there is an official answer to this question. When one player is fighting a monster can another player use a cheat card to give the bonus of using the weapon to the monster as a buff. He states that because the card says to use an item that normally could not be used states that it is an item the same way a card like "lotus powder" is an item and by using cheat can give it to a monster. Could someone officially answer this question please!!
