Not hardly. I used to read this. A recurring theme in many studies was precisely the opposite of what you just said. The results of most hits by weapons, lethal or less-lethal, are so unpredictable as to make studies done by enforcement agencies on their lethality and reliability doubtful and untrustworthy. The fact is, someone can be punched, stabbed, shocked, shot, burned, or whatever in the same spot with the same weapon 10 times and get 10 different results. The so-called "stopping power" of most weapons and techniques is largely propaganda supported by cherry picking the desired lethal or less-than-lethal outcomes from large data sets, as has been demonstrated repeatedly.

Games – with their variable wounding effects rolled on dice – are better models of reality than flat-effect models.

The main problem (which has prevented deployment) is that if you have any metal on you (or in you!) it heats up really fast, and is apparently capable of causing severe burns or starting fires. Kind of useless for crowd-control if you have to announce, "Please remove any keys, change, dental fillings, or medical implants before commencing to riot, thank you!"

Also that fact that it makes a great torture weapon, that when used "properly" doesn't leave any incriminating marks.

So you think it's not being deployed because we might sell one to a third world country that instead of riot control will use an expensive, bulky, power-hungry machine to replace water-boarding or rubber hoses?

No, I'm saying that's why we shouldn't be investing so much into its development. It has no legitimate uses I can imagine. It's on par with blinding lasers. About as "evil" as a weapon can get.

Huh? If it wasn't for the metal thing it would be way better than tear gas and baton rounds. The legitimate use is crowd control and riot suppression. You park one in front of an embassy during a riot and no mobs are going to break the gates and murder our ambassadors. They are just going to stay the hell out of the field.
