Munchkin: Sheep Impact! Singularity Help

Hello,

So this has happened twice while playing with sheep impact. A player dies on their turn and once the next player starts their turn a seal happens to open and it is singularity. My question is does the player who died take the effects of singularity and draw 4 cards of each or can he not draw any cards until it is his turn again. This was up for discussion because the wording im the rules states that the player reappears again when the next player starts their turn but also states that they cant receive any cards. Any help would be greatly appreciated.
